Enterprise Risk Associates, the New York-based insurance brokerage that has focused on expansion through agency acquisitions, said it has acquired Insurance Solutions of America, headquartered in Oviedo, Florida.
ISOA was founded in 2007 by Scott Lugering and Amber LaSota. It has specialized in commercial coverage for businesses that provide protection systems for o
thers—fire suppression, sprinkler, alarm, and security firms. Lugering will remain at the helm of ISOA, and the team will keep operating out of the Oviedo office, the company said in a news release.
The terms of the deal were not disclosed. The move comes seven months after Enterpris
e Risk leaders announced a $150 million infusion of capital from Macquarie Capital Principal Finance to further the brokerage’s acquisition plans.
ERA was capitalized in 2024 by KZ Capital and Lamberg Management Inc. Adam Wolper is chief executive officer of ERA. Prior to that, Wolper was a principal with
Wolper Law Group and before that with other law firms where his specialties included insurance mergers, real estate, and business law.

That was the message stressed Tuesday by safety leaders at some of Florida’s most critical—and most vulnerable—corporations: Florida Power & Light, Tampa General Hospital, and Tampa Electric Co.
“Test those plans. They look great on paper and may check all the boxes, but if you’re not test
ing them, they’re likely not going to work out,” said Erinn Skiba, senior director of public safety for Tampa General.

Tampa General Hospital officials and employees know all too well about the importance of s
torm readiness. The hospital is built on an island in Tampa Bay, just feet above sea level. In 2019, the hospital began adding AquaFence flood barriers around the main facility. And the barriers have worked well, passing a real-world t
est and holding back 5 feet of storm surge during Hurricane Helene in 2024, said Tony Venezia, vice president of public safety at the hospital.
“But some of the things we took from that was how many other outbuildings that we have and that we need to protect them, too,” he said.
